Every person entitled to vote who is 19 on the 1st January of the election year is entitled to stand for election. The four administration districts of Bludenz, Bregenz, Dornbirn and Feldkirch each form a constituency for election to the State Parliament.

The four administration districts of Bludenz, Bregenz, Dornbirn and Feldkirch each form a constituency for election to the State Parliament. 12 deputies were elected in the constituency of Bregenz, 10 in Feldkirch, 6 in Bludenz and 8 in Dornbirn.  Election procedure is governed by the State Parliament election act. All western democracies divide State power into legislative and executive functions in their constitutions. The legislative power of the States is subject to the State Parliament, the executive takes the form of the administration of the State Government.

More democracy through preferential voting

In addition to voting for a particular party, Vorarlberg's State Parliament election act gives the voter the option of giving preferential votes to individual candidates of this party. This allows the voter to influence the party line up and thus determine who is to receive a State Parliament seat.
