Article 46
Obligation of members of the State Government to secrecy
(1) Notwithstanding any other provision of law to the contrary, members of the State Government must remain silent on all issues that have become known to them exclusively in the exercise of their office, which require secrecy in the interests of keeping public peace, order and security, comprehensive national defence, foreign relations, in the economic interest of a public body, in order for a decision to be reached or in the vital interests of the parties.
(2) This obligation to secrecy does not apply visà-vis the State Parliament should it explicitly require further information relating to such issues.
