Convening and closure of sessions
(1) Except in the case referred to in Art 17, the President convenes the State Parliament as often as he considers necessary, or if it is required by the State Government or by one quarter of the members of the State Parliament through the introduction of a parliamentary motion. In this case, the invitation must be issued within a week; the State Parliament is to assemble within three weeks of the submission of the motion.
(2) A session may only be brought to a close before the completion of the day’s agenda by a decision of the State Parliament. Procedures relating to the interruption of sessions are laid down in the standing orders.
